Most essential mod is the Network Addon Mod (NAM, current version is 36 but the 37th might be coming out soon), as it fixes critical traffic-related shortcomings and thus makes the game smoother. Other mods to consider include terrain mods (water, beaches, forests/flora, terrain texture and so on), several bug fixes that tweak minor bugs, the SimPEG Agricultural Mod (makes farming more useful and worth sustaining into large town populations amd adds nice looking farm buildings), custom power plants (the default ones of the game are tiny!) and a slope mod for the land transportation networks (more realistic roads and rail, makes teep terrain more challenging). Right now I don't remember all the critical fixes in addition to the patched game but other members can help here.
